No access to bosses emails if he isnt logged on

I have set up delegate access so I can view and reply to my bosses emails.
No problems when he is in the office, but if he is not logged on (i.e. and
not downloading messages to his pc) I obviouisly cant see any new emails he
is receiving.
However, in my previous company, I saw all my bosses emails whether he was
logged on or not? after all, isnt that the point of delegate access so that
the PA can answer his emails even when boss is not there?
It seems that currently I am viewing bosses mailbox on his pc, but
previously I was viewing on the server? would this be right?
Can I alter the settings to read his emails off the server, without
downloading them (duplicating them) to my machine? Its only the emails I am
interested in, we dont use calandar or any of the other features.
Any tips or help very much appreciated.

Since you have Exchange, I'd ask your systems administrator why your boss
(or anyone) is using internet mail in Outlook instead of having the Exchange
server handle all the mail, both internal and Internet alike. If the latter
were the case, the workstation/mail profile he uses would be immaterial - he
wouldn't even have to have a mail profile configured anywhere and his
mailbox would be receiving mail whenever it was sent to his address.

As it is, if his mail isn't downloaded unless he's logged in and Outlook is
open and the workstation is connected to the Internet, of course you won't
see any new mail come into his mailbox. There's no way around that.

Without going into too much techy detail, would there be any advantage or
necessity for not using Exchange for all eamil/internet?

Not if your Exchange admins know what they're doing, frankly. Relying on the
client to handle any Internet mail is inefficient and insecure, and doesn't
let users access their mail completely via OWA or other means. If your
company has a registered Internet domain name, and Exchange 2k/2003, you
might direct your admins to http://www.msexchange.org/tutorials/MF002.html -
it's a very clear article.
