Newbie AUC Problem

Brand new Vista Ultimate 64 bit user.

I try to open the C: Docs and Settings folder, so I can tweak and edit the
Start Programs layout. I get an "access denied" message.

I'm the sole user on the machine. I was given to understand that this is an
AUC problem. I went to the Security Center, and I thought succeeded in
turning off AUC. But after a restart, I'm still locked out of Docs and
Settings.

If I right click the folder and select Properties | Security |
Administrators, Every Permission except "Special permissions is checked
"allow".

If I go back to the "Turn AUC On/Off" screen, It appears only to offer the
"turn it on" option.

So what's missing? And if I'm the administrator sole user, and can't have
access, then who does have access?

It's UAC and try the Users folders, as in C:\Users\<useraccountname>

Although this KB article refers to an upgrade from XP to Vista, junction
points are why you can not access Docs&Settings:

Maybe I asked the wrong question. This is a brand new Vista machine, not an
upgrade from WinXP.

All I want is simply to open what in Windows XP was the Documents and
Settings| User | Start Menu | Programs folder so I can rearrange, and
consolidate the entries ands subfolders.

No, you were perfectly clear. But you didn't understand the answers you got.
You *can't* enter Documents and Settings. Documents and Settings isn't a
real directory in Vista. It's virtual, only there for backwards
compatibility with older software.

The new location in Vista for the all users start menu is:
C:\ProgramData\Microsoft\Windows\Start Menu.

You can click Start and then right-click All Programs and select Explore All
Users and get to the same location.

The user specific start menu folder is in:
C:\Users\username\AppData\Roaming\Microsoft\Windows\Start Menu.

Then you can arrange things as you like.

PT: read Malke's explanation carefully - it is spot on.

An even quicker way is to right click the Vista Orb, and select 'Explore' or
'Explore all users'.

Well...she didn't call it the 'orb', but if you read her post
carefully...
