New windows open in full screen automatically

After windows had automatically repaired my corrupt
registy, certain windows are now opening in full screen
mode (not maximized), where the title bar is displayed
and the task bar is hidden behind. For example, even
opening up the properties window for my NIC will open
normally and immediately maximize it to full screen mode
without any interaction. This also happens with virtually
all popups.
I have to double click the title bar to restore the
window every time. Very frustrating.
Is there anyone who has experienced this or has any idea
what would be causing this? I really want to avoid
reinstalling the OS or registry (again) at all costs.

That indicates there is a program doing it. Due to the demands (frequent here) of flips that don't understand programs MUST share someone has probably written such a piece of crap.

The main difference between Win 3.1 and 9x/NT is that a 3.1 programmer had to always think about sharing the computer with other applications (else the other ones wouldn't work properly and people would stop buying your program). In 9x/NT the operating systems itself handles most sharing (because people blame MS for other programmers' incompetence) but you still have to be somewhat smart about it. But the training about sharing is no longer emphasised.
