New window hides in background

Hi All,

I have a user who received a new XPSP2 system three months ago and has
started getting a weird problem of whenever he opens a new window (any
application) it hides in the background. He notices it the most in his
email applications (Netscape 7.1 and Outlook 2003) just because he uses
them most of the day. Whenever he composes a new message in those apps
he has to minimize all his other application windows to get to the compose
window.

He says it doesn't happen consistently and all of the time and it only
recently started doing it. But now that it is doing it, it is doing it
90% of his time.

Also just for reference, this is a huge techniphobe so he isn't prone
to changing settings or installing anything.

If it was sticking to one application I could have a lead, but it isn't!

One recommendation I've already had was

but I can't seem to figure out how to get my hands on the
W2KSETGNDLOCKTIMEOUT.EXE file mentioned.

Does anyone have any other ideas?

Note (in that article) that TweakUI can make the registry edit, if you don't
wish to do it manually.
