New PC - same XP ?

My old and trusted PC has finally come to the end of its life. I have a full
version of Win XP Home (not OEM) I am going to get a new PC on Tuesday. Can I
install my WinXP on the new PC ?

Due to ugrading various bits on the old PC (including 3 failed HDs), I have
activated the current copy about 10 times on the old PC. Will that be an
issue on the new PC ? And if so, who do I call beforehand to have everything
running smoothly ?

You can transfer your retail copy of XP to any computer you
want as long as it's removed from your old computer.

There's no limit on how many times you can activate XP. If it's
been more than 120 days since your last activation, it will
probably activate over the internet. If less, you may have to
activate by phone. Calling in advance is not an option.

According to MS licensing scheme, I was reading that one license which comes
with new machine can't be upgraded to the new machine. Isn't true?

That's true for the OEM version of XP. According to Microsoft,
the OEM license is tied to the first computer on which it's
installed.

Note in the original question this statement, "I have a full
version of Win XP Home (not OEM)". To me, that means we're
talking about the Retail version of XP. A retail license can be
transferred to another computer as long as it's only running on
one computer.

Take a look at section 13 of the XP Home Edition (Retail) EULA:

The ability to transfer the license is one of the reasons the
Retail version is more expensive than the OEM version.
