New install of Office 2003: Cannot apply any SP

When I try to do the SP1 install from any source (tried Windows/Microsoft
Updates and installing from the downloaded
Office2003SP1-kb842532-fullfile-enu.exe file) I get a small window stating
"The update cannot be applied." I've seen a number of articles that have
danced around this issue, but no one is asking the question: What use is
Beta testing a product when and then releasing it in a broken state? My
company has valid MOB licenses for Office 2003 Standard. All the
documentation for Vista states that 32bit programs are compatible in the
64bit environment, and yet there are problems with one of Microsoft's most
popular products. I need to fix this problem before my company will even
consider implementing Vista. The PC I'm testing on is a Dell with a 64bit
Intel processor running a 64bit version of Vista Enterprise that has been
validated (and reaffirmed the Vaditation through Genuine Advantage for both
the OS and the Office 2003 installation). I really need a solution that
works. I've tried what the "Help" menu's have suggested. The Windows Updates
were all (3) Office related and none will install. I get error 80070643.

I think this may be what he is refering too. Pisses me off too.

The Office Update service is currently not supported on Microsoft Windows
Vista. You can, however, get Office updates for Office XP, Office 2003, and
the 2007 Office system by opting into the Microsoft Update service.

Note: Microsoft Update does not support Office 2000 updates. If you have
Office 2000 installed on Microsoft Windows Vista, you can get your Office
updates by visiting the Downloads on Office Online site.

I am running Home Premium
