New Group Policy couldn't work, but old can

I added a new Group Policy on OU but it couldn't be applied to clients under
this OU. But the old Group Policy on this OU is still available.

I have another question. Is there any tool that can monitor the Group
Policy, with which I can find whether the policy has been applied to
clients? More powerful tool is preferred.

It is a single point of administration for GPO's, you can run RSOP on users
to see what applies and where.
