I just bought myself a new computer, i had my old computer installed with
the OEM version of vista 64, so i thought i could reuse it on my new computer
do i need to purchase another copy? becasue a msg came up saying this product
key is already in used?

I bought myself a new computer because my old one stuffed up, i tried
formatting etc and didnt get it working? so is there anyway i can use my
current vista copy to re install on my new computer ?

The OEM is tied to the original system

Unfortunately, the biggest disadvantage of an OEM version of Windows
is that its license ties it permanently to the first computer it's
installed on. It can never legally be moved to another computer, sold,
or given away.

Because you activated before, it will say the key has been used, click
through to the phone activation page.
Some may take offense, but the way I feel about your situation is as
follows:
Legally, the OEM license is forever tied to the original machine.
But I always buy a case with the OS Disk, as far as I am concerned, that
means anything I put in the case is the same computer.
Some seem to think the Motherboard is the computer, that seems to be a gray
area.
Personally, as long as you're not using it on different machines, I wouldn't
feel guilty about calling the activation line, tell them you replacesd the
HDD and added RAM and a new video card. They will give you the information
to activate on the new system.
