New Browsers wont open

Hi, For some reason I can only open one browser at a time. Does anyone know
how to fix this? When I go to open a new window it just wont do it, and just
reloads the same page I was already on. Thanks!

Have you tried this?
Tools-Internet Options-Advanced.
Uncheck "Reuse windows for launching shortcuts"
