How do I get a new browser window to open when I (other people) link to a website or webpage outside of my webpage that I've link too

When you create the link from Hyperlinks box, you'll see Target Frame - select New Window.

Right click your image or text hyperlink.

Select Hyperlink properties.

Look for Target frame and select new window.

set the target to "new window" in the Insert > Hyperlinks > Target... option. If
you want a "popup" kind of window then you need javascript for this (to 'erase'
the tool bar, menu bar etc) www.jimco.com has a good addin for this purpose
(plugs into frontpage and you can make popup windows wth minimal effort).
