New browser window does not work

Running Windows 2000 Professional with IE 6, if you open a
webpage and click on a link and that opens a new browser
window nothing happens, browser window opens but is blank,
including the address bar. Have reset all IE settings to
default, still same issue. Do not have a pop-up
application running and have scanned for virus, all is
clean. As an example, if you configure Google to open
searches in a separate window, the new browser opens but
is blank and does not show any activity like it is even
trying to load.
