Alright this is a dosy.

I would like to setup a client correctly and would suggest any thoughts
you may have.

1. Currently Running Windows 2000 Server and 28 XP Pro clients

2. Would like to have outlook 2007 connect and share calendar, contacts,
company email list (address book) and communicate with eachother and a
possible chat program so they can interact with eachother.

3. Also they have 2 sites 1 in chicago, Illinois and another in Phoenix, AR
can we somehow connect two sites simutanously where it is not getting to
expensive?

Mostly appreciate your thoughts since we are now 2 different sites with
different information as well this is for a Mortgage Company.

4. If there is a solution is there a recommendation or direction in picking
the right NAS option for 1 site but with other site in having access.

You don't really do this using Outlook. You really need to be running
Exchange - it's what allows Outlook clients to collaborate, including
calendars, email, address lists, and the like.
