Network Tools Not Found

I successfully execute 'cmd'. However, when I try some
utilities such as 'ping', 'ipconfig' and other common
command line utilities, the call is not recognized as an
internal or external command, operable program or batch
file. What's causing my problem?

These program may not be found because thier "home" directory may not be
part of the Windows PATH variable. These programs should run from the Run
option from the Start Up menu.
