Network speed is not stable - help!!!

The network card of my desktop is realtek rtl8139/810x family fas
ethernet nic, 5.611.1231.2003.
I use ADSL. The speed of the network is very slow sometime, even
can't open a web page within 10 minutes. It sounds crazy, but it i
true.
I doubted maybe the ISP has its problem, but i use another 2 laptops t
test, the speed is ok and stable. So i doubted the OS, i changed OS fro
win2000 to XP, the problem is still existing.
Does anyone meet such problem? Is there any special configuration fo
such network card?
Help, the speed makes me crazy
