Network Properties "Unexpected Error"

When I try to access network properties I can't and an "unexpected eror"
window is displayed. I tried the procedure outlined in the article

but it didn't solve the problem.

Any suggestions as to where I should look next?

I recently was the victim of a virus that did change some registry settings
but that was cleaned.

*What* virus. Exactly how was it cleaned?

Despite what many people think, the effect of malware is not
necessarily simply present until the malware is removed. Lots of
malware (viruses in particular) can do severe damage to your system
that can never be repaired. Without answers to the above questions, I
don't whether this is your case, but sometimes the only solution is
reinstallation of Windows.

Thanks for the reply - to answer your question the virus was Freddy46. What
is is the fundamental thing that keeps Network properties from executing?
