Network problem

Ref: Dual boot W98/W2K Pro, single computer, connected to the Internet
via a cable modem.

I seem to have developed a W2K network problem, retrieving resources
from the Internet seems to work fine, but I think that anything that
needs to connect to my PC is working extremely slowly.

Trying to upload to my web space via FTP I can connect fine, but the
connection stalls when I start to transfer files and times out
eventually. When booted under W98 uploading to my web space works fine

When using a remote online validator to validate some HTML pages from a
web server running on my local machine I can see in my server log that
some pages are being retrieved, but very slowly.

Temporarily disabling my firewall (Tiny PFW v2) on W2K doesn't cure the
problem.

I'd appreciate it if someone could verify that retrieving resources from
my PC is indeed very slow. For that purpose I'll leave my web server
running for a few hours on http://89.100.44.129/ (I've opened port 80 in
my firewall)
