Network monitoring?

Anybody know a good way to monitor a network or windows 2000 server machine
for network traffic? All of a sudden, my T1 is super slow, and I am curious
if it is one of the SQL servers, Web Servers, or email servers...

Also, anyone know of a network monitoring device, or software that monitors
or logs all network traffic? This way, I could see if someone is using too
much bandwidth.

Jim,

Do you know of something which will enable me to control the bandwidth
available to individual applications on machines within a small home
LAN.

eg -- if my machine is uploading via my ftp server, I would like to be
able to temporarily limit the upstream bandwidth being used by a P2P
application running on a machine in another part of the house.
