Network Connections Service won't start

After having the hard drive ghosted and replaced on my
laptop, the only thing that was obviously wrong was that
(a) the network connect icons in the task tray weren't
showing, and (b) the Network Connections window was empty.

After reading and attempting several remedies from MSKB
article 825826, I can report the following:

1) The Network Connection service refuses to start. When I
try to do it from the Services application, I get the
error message

"Could not start the Network Connections service on Local
Computer.
Error 127: The specified procedure could not be found."

2) Following further down the article, I tried registering
the 3 listed DLLs. Netshell.dll and netcfgx.dll registered
properly, but when I tried registering netman.dll, I got
the following:

LoadLibrary("netman.dll") failed - the specified procedure
could not be found.

OK, I'm lost; what "specified procedure" are we talking
about and where can I find it??

All suggestions appreciated.

For all who looked at but passed over this post, here is
the solution as supplied to me by Jeffery Gu of Microsoft
Tech. Support ... I ended up having to do a Windows XP
Repair installation, then reapply all Critical Updates.
