Windows XP Network/Bad Configuration Problem in XP

From last two days, I'm encountering some strange problems while surfing the net.

Two days ago, I was unable to visit Wikipedia.

Yesterday, I was unable to visit Facebook.

Today, I'm unable to visit Last.fm.

And the strange thing is that everytime I restart the computer, the site which were not working on the last session work fine.

I don't think that it's OS problem because I did a clean install yesterday.(Just to fix the problem)

What can it be?
