NetBIOS Over TCPIP

I have checked [NetBIOS over tcpip] to "enabled" for my
network card, but when I do a ipconfig /all, it returns
disabled.

What am I doing wrong?

When I enable the [NetBIOS over tcpip], I get a message
that WINS is empty. Does this have anything to do with my
problem?

That has nothing to do with your WINS entry.

It has to do more with broadcast browsing. If you are a pure 2000
envioronment, then you wont need WINS, and this entry should not be worried
about.
