Does anyone know why .NET v3.5 doesn't have InstallUtil.exe?

Looking at %windir%\Microsoft.NET\Framework\v3.5, it appears that most
of the utilities are missing. Does that mean I should use v2.0
utilities from %windir%\Microsoft.NET\Framework\v2.0.50727?

Yes.
..NET 3.0 and 3.5 are just an 'Add-On' to the 2.0-Runtime.
