Is the .Net framework can run on any win98 OS?
if I will develop with .NET and I have clients with win98,
will it work?

I believe so.

However, the differences in the OS's mean that you should thoroughly test
your code on '98 before giving it out, since there are glitches sometimes
that cause behavior differences or even errors.
