Need to restrict access to users (CD, floppy, installtions, USB devices)

I need to restrict access to a PC so a Users can't install programs of any knid.
So the easiest thing I could think of was to restrict access into the PC via a drive be it disk or through a USB device (possible internet).
Is there another way?
If not how do I restrict access to all the methods of loading software as discussed above?

Please help

If your running XP pro it is very easy via the group policy editor.
GPEDIT.MSC if you are running XP home you will have to find some 3rd party
software. In group policy editor you can restrict access to the drives,
prevent certain programs from being run like setup, install, etc...
