Need System Restore, cannot boot to safe mode command prompt

I attempted to install SP2, which failed. Now, every time I try to boot
Windows, it starts to load than reboots. I tried all the boot options,
including Safe Mode boot to command prompt, but it still spontaneously
reboots. Is there some type of boot disk I could perhaps use? Or, any
alternative suggestions would be welcome. My system worked reasonably well
under SP1, and I would like to bide my time until 1/30/07 when Vista becomes
available, to purchase a new computer.
