need outlining program

Hi all,
Am interested in a text editor that provides outlining capability.
What I need is an application that provides a hierarchical structure
(1,a,i, etc.) and that allows the movement of blocks of text by
dragging and not without cutting and pasting.

Any suggestions?

This is the best outliner text editor I have found.
It has lots of features like hyperlinking within and without outlines,
file format is very open and easy to decode, outlines are saved as text
files with some extra parenthesis signs.

Outlines can be exported to html, so it works as a simple html/xml
editor too. It also exports as clean text files, or opml, which is a
html variant.

It imports text files, and respects the formatting already there.

The programmer responds to questions and listens to suggestions for the
furure development, and there are other versions of the same program by
other programmers.

The screenshots are not good, the program itself looks better, after
you have set it to your favorite fonts and colors.
