NEED HELP!!!!!!!!

Here is the problem I am having: I am using Windows XP Pro on my personal PC

I can not open a web locally I can on my dedicated server.
When either service 1,2 or 3 were installed I would have this problem.
only FrontPage has the problem the server extensions work.
I just can not create a web or publish to my computer.
i looked in the wecerr.txt and I getr the following message: a error
occurred accessing your Windows SharePoint Services site files. Authors - if
authoring against a Web server, please contact the Webmaster for this
server's Web site. WebMasters - please see the server's application event
log for more details.

Look at the Windows Event Viewer or IIS logs for the cause of the problem
