Need help with MMC Task Pad "Unlock User Account"

I'm looking for a way to delegate certain functions to
Branch Managers for my company. All I really want them
to do is reset passwords, disabled accounts, and unlock
locked accounts via a custom taskpad.

I can get the first two ones no problem, those are built
in. I've used this MS KB Article
(http://support.microsoft.com/default.aspx?scid=kb;en-
us;294952) to delegate the ability to unlock accounts,
but for the life of my I can't figure out how to add this
function to the taskpad.

Can anyone give me some hints?
