NEED HELP: (error) cannot load EIO.DLL

I have a powerful new computer, and today I get the 3 error messages
on boot up: START SERVICE: THE SERVICE DATABASE IS LOCKED, CAN'T
START KERNEL MODE DRIVER SERVICE, ERROR-CAN NOT LOAD EIO.DLL

I installed a couple of programs yesterday for my ASUS Radeon 9600xt
video card..SmartDoctor and DigitalVCR. Could that have something to
do with the problem?

Please advise me...
