Naming info cannot be located

I have a member server as a RIS Server and installed admin
tools in order to view and change A.D from the member
server. However, it seems to keep timing out. Once I
boot it will work fine for roughly an hour or so but then
I try to access an account and or start ADUC and get the
following error:

Naming info cannot be located because:
The server is not operational.
Verify that your domain is properly configureed and is
currently online.

I have heard it might be DNS but all looks good to me.
COuld someone please give some ideas. Thanks in advance.
