mystery - Win XP very slow

A PC came my way, takes ages to start up. Like you do the
control-alt-del and it takes 25 seconds for the logon
window to appear. Then slow slow slow. If I try to start
task manager, that takes about 20 sec to appear, and it shows
only a few percent CPU being used. Weird: what is it
waiting for? Godot? Then to shut down takes about 6 minutes.
Now this PC is P4 2.8 GHz with 1536 MB of DDR and 7200
RPM disk. I once installed XP on a PC with 500 MHz CPU and
384 MB of SDRAM, and that was faster.
This tortoise was an office PC, has only an accounting
package and anti-virus scanner, not tons of crap like I
often see.
I booted a live linux CD, and then it runs quite briskly.
I tried various diagnostics, anti-spyware scan,
defrag the disk and so on.
Is there some obscure bug which chokes XP thus?

Have you checked to see if the hard drive is set to PIO?

Has the system been opted into Microsoft Update ?
If so, suggest you opt out and switch to Windows Update for now.
