my tv tuner card doesn't display properly?

hi
i've recently install a tv tuner card in my pc running on windows xp sp2.
while it recieves the cable signal properly but the screen is continuosly
shaking and vibrating all the time.why this occures ,is it the problem of the
tv tuner card or my pc?
my configuration of pc is:
Intel P4 1.8 Ghz
256 mb RAM
Intel 845 GLAD motherboard
Segate 80 Gb hard disk.

My first inclination would be electro-magnetic interference. See
speakers, electric motors, transformers, the like.

Sometimes there is interference received from other components. You might try
moving the card to another slot. I found this to be helpful with my AverMedia
tuner card. Mine in in the bottom slot away from video and audio cards. If
this does not help, contacting the manufacturer might be helpful. Sometimes
there are solutions in the FAQs.
