My Task manager is not working

Hi Friends,
My Task manager is not working. When I right click on the taskbar, it
gives msg: TASKBAR IS DISABLED BY THE ADMINISTRATOR, I got the same
msg by running: taskmgr.exe at run too. Also my 'R', 'T' & Enter keys
of my Laptop are not working properly.

Please help me.

Error Message: "Task Manager has been disabled by your administrator"
Also note that Malware turns on these restrictions.
