My Outlook 2000 customise view button will not work

When viewing my Outlook Today page, I used to be able to customise the view.
Now this button will not do anything.
Anybody know how to get it working again

KB 820575, cannot customise Outlook Today after you install critical update
813489 for Internet Explorer. Involves adding a D-Word value to the
registry.
