my emails are not being delivered but are in the sent box

I am using Outlook 2007 and Outlook Express 6.0. For the last week none of
my emails have been delivered even though they are in the sent box. I am
receiving emails just fine. I have sent emails using the web and it works so
its not my provider. I have also turned off my anti vrius and security
programs but still the emails do not get delivered using either of the above
programs. Does anyone have any other suggestions?

If you are using Norton or other AV addins, disable them.

Thanks, but as I mentioned I disabled my anti virus program (McAfee) even
though I have always had it running and havent had a problem before with my
emails (just in case any new definition files created interference).
Everything looks and acts normal in Outlook but the mail is not being
delivered. People are ringing me and telling me I havent replied. I have
sent test messages to myself and these do not get delivered. But when I send
emails using Webmail they are sent so this rules out the provider??? Help
