My "All Programs" and "Logout" is missing

I have had some problems with Spyware and other virues and have removed all
of them. Now I have noticed the my "All Programs" and "Logout" is missing
from my Start page.. If anyone has any suggestions please help.
I have gone to the properties and clicked everything there is to click but
it did not fix the problem.
