Must be part of Power Users or Admin to get desktop after login.

Strange problem.

I have Win 2003 Terminal Server users connecting through
Remote Desktop on XP. When logging in to Terminal
Server, users can only get to the point of getting the
full desktop if they belong to the group "Power Users"
or "Admin".

If they belong to just "Remote Desktop Users", they can
log in, but after a few seconds the hour glass turns into
a normal mouse cursor and only the background is
displayed. No icons or start menu bar at the bottom of
the screen.

They are visible through Terminal Server Manager as an
active session, so they are connected, but they don't
have a desktop display. The moment I add them to
the "Power Users" group and have them log in again, they
get a desktop with icons and a task bar.

I have checked permissions on several files/folders but
haven't been able to figure out what is preventing the
desktop from being displayed fully for "Remote Desktop
Users".

Any help you can provide is appreciated!!!

One more thing. I noticed in Terminal Services Manager
that the user, when connected, has the rdpclip.exe
process running, but it does NOT have explorer.exe
running with it. So there is some type of permissions
issue, but I do know that the c:\windows\explorer.exe
program has read access from both the user and remote
desktop users groups.
