Multiple subtotals out of order now

I am subtotalling the data twice. This worked before I went to Win XP and
Office 2003. I request a subtotal at one level and it works great; adding the
subtotal below the data as requested. When I add the next subtotal (at a
level within/underneath the first subtotal), it should/used to place that new
subtotal within the first subtotal. Now, when I colapse at the first
subtotal's level, some of the second subtotal total lines are shown instead.
It worked as expected on the first group of subtotalled records but didn't
after that.

Example (don't know how this will look in the post; my first post here):
Menu Program File Hours
Menu 1 Program 1 File 1 2
Menu 1 Program 1 File 2 2
Menu 1 Program 2 File 1 2
Menu 1 Program 3 File 2 2

Expect the result to have the last subtotal look like this:
Program 3 Total 2
Menu 1 Total 8

However it looks like this:
Menu 1 Total 8
Program 3 Total 2

So, when I colapse the sheet to subtotal 1 (Menu), I see Program 3 instead.

Any ideas?
How does someone report problems/bugs to Microsoft without paying hundreds
of dollars per call?
