Multiple AD user cannot change password setting

I have 4 win2000 servers (SP4) with AD in the same tree same subnet. My
problem is whenever I go into ADUC and change the users settings by ticking
the option user cannot change password. It works and the other AD show with
the change as well. However, after 20 minutes or so, the setting is lost,
i.e. the option is now unticked.

It happens for all the users. All users have the Password Never Expires
settings ticked; I have checked that there is no denied ACEs, I think all the
user accounts have created by administrator; no event logs are related to
this; I don't have Default Group Policy defined in Accounts policies.

So, may be the replication is not working properly, is there anything else
that I need to check? or how can I ensure that the replication is working
100%?

Hello Jason,
Install Windows Server Support Tools from the Windows Server CD. Use command
line based tool repadmin with the syntax below:

repadmin /showreps /v
