Multi_user Data Base and Editing

In the Access97 version of our data base, if someone was using it, but in
no way looking at a particular form, another user could edit that form
without a problem.
In the Access2003 version, it seems that NO form can be editied while
someone else has the database open.
Both version have the OpenMode set to 'Shared'.
Is this something I can change within Access2003?

(I must add that the database is 'Shared' but NOT multiuser. Everyone that
opens it, is given the user-name of 'Admin' and all the rights that go with
it. They just don't know how to bypass the start-up screen!)

Hi Morris,

By "edit that form without a problem" do you mean in design view? Such
capability was eliminated in Access 2000, by design. Please see the More
