Installing (or reinstalling) Windows 98 does not allow you to set up a dual
boot installation with XP - you have to do it the other way around. I
haven't tried personally, but I presume that if you now did a repair install
of XP it would allow you to set it up the dual boot.

Alternatively, there are other ways of achieving the same result. Most
modern BIOSs allow to select which of two bootable hard disks is the primary
boot device, thus giving dual boot.

There are also third party boot managers that will achieve a similar result
and will even support as many bootable systems as you are prepared to
provide hard disk real estate for. Boot Magic which is provided with
partition Magic is a very capable tool, but by no means the only example.
Boot Magic works by hiding the other OS partitions so is not suitable if you
wish to transfer data between systems (unless you provide a dedicated
transfer partition).

It's absolutely doable and not that hard to do. You don't have to
reinstall any Windows again, you just have to create one or two files
and do a few other simple things. I can't post the whole procedure
right now but if you can wait for a bit I can post it later today.

When you boot to an XP setup CD, it says "Press ENTER for setup, or "R" for
repair. Press R. This gives you a prompt that allows you to run commands
that will easily re-establish your mulitboot system. First run:

Fixboot

then run

bootcfg /rebuild

HOW TO Edit the Boot.ini File in Windows XP:
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q289022
Restart and you will see the 'choice menu' for windows systems installed. In
XP, going to start/run allows you to type:

msconfig

This has a 'boot.ini' tab that lets you choose default system and timeout.
