MSXML 4.0 Service Pack 2

I need to download the MSXML 4.0 Service Pack 2 (

) in order to install a program onto my computer. The only problem is i get
an error this error: The windows installer service could not be accessed.
This can occur if you are running Windows in safe mode, or if the windows
installer is not correctly installed. Contact your support personnel for
assistance."

On the msxml website it mentions you need a windows installer upgrade, but
it doesn't have one for XP. Just wondering if anyone knows what I should
do...any help would be appreciate!

Error 1719. The Windows Installer service could not be accessed error
message when you try to add or remove a program:
