MSVCR71.dll missing

I'm getting an error at the start up time "The dynamic
link library MSVCR71.dll could not be found in the
specified path...(the path)...". I could not find it any
where in my comuter, What is mean? How can I get it? And
which application need it?
Please help me to resolve this issu. Thank you
