MSN 6.0 Installer Error

Am getting error when trying to install MSN Messenger 6.0.
It is the following:

Event ID 11606 in my Event Viewer

Could not access <Common Administrative Tools>.AllUsers.\

After this the installation process stops. This is also
creating an error when I try to uninstall Norton 2002 - It
says "Error 1606: Could not access <Common Administrative
Tools>.AllUsers.\.

Can anyone help me figure out how to fix this?
