mshtml.dll fails to register

Whenever I try to run regserver32 mshtml.dll, I get the following error:

mshtml.dll was loaded but the DllRegisterServer entry point was not found.
This file can not be registered.

Background:

I have been trying to install Adobe Creative Suite 4, but the installation
fails every time. I found the following info in the events viewer:

Faulting application setup.exe, version 2.0.138.0, faulting module
mshtml.dll, version 8.0.6001.18812, fault address 0x00209d2c.

Things I have tried:

uninstalled IE8 which reverts me back to IE7

tried re-installing IE8

Sys Info:

XP Home SP3 with all updates

Googling that error message suggests that the .dll cannot be registered if
you are using IE7/8. Recommend you contact Adobe support.
