MSDTC Duplicate Resource Error

After upgrading my Win2000 cluster to Win2003, I cannot bring up the MSDTC resource. I deleted and every time I try to recreate the resource I get the following error message after the initial (name, description, type, and group) screen

"An error occurred attempting to read properties for the 'MSDTC Instance' resource

Cannot create a duplicate resource of type Distributed Transaction Coordinato

Error ID: -2146367743 (80110701)

[OK]

There are no other resources of this type in any group on the cluster.
