msconfig error message

OS: MS Windows XP; Media Center Edition; Version 2002; SP 3

After copying "msconfig.exe" from "C:\WINDOWS\ServicePackFiles\i386" to the
folder it should have been in, "C:\WINDOWS\pchealth\helpctr\binaries", I was
able to run msconfig from the "RUN" command on the START Menu. However, when
closing the application, by clicking on "OK", whether any changes were made
or not, an error message apears, as follows:

System Configuration

An Access Denied error was returned while attempting to change a service.
You may need to log on using an Administrator account to make the specified
changes.

This error message occurs in Administrator account and in User account.

Whether this was a result of an infection by several viruses (karna.dat;
brastk.exe; antispywareXP 2009 and others), or not, I do not know. But, I
believe I have removed all threats and am now trying to get this pc back to
normal. Some applications were removed/altered by infection (e.g.
taskmgr.exe, msconfig.exe and Spybot S&D), others during repair (e.g. Java
(an old version, 1.4 ? ).
