MS09-043 will not install

My machine runs XP Pro with Office 2007 Pro Plus. One of the databases I run
is old and runs off of Access 2003 Runtime. It works fine without any
problems.

Where I have a problem is installing the subject security update. This
update starts installing by trying to run Access 2003 Runtime. Almost
immediately an error window opens saying, "Error 2709. An internal error has
occurred. (Global_PIA_OWC11)".

I have uninstalled the database and tried installing the security update
with the same results. Any suggestions?

Prerequisites to install this security update

This security update is a post Microsoft Office XP Service Pack 3 security
update. To install the security update, you must have Microsoft Office XP
Service Pack 3 installed.

I have VISTA and am having the same problem with the (Global_PIA_OWC11)
error. I can not install a database critical to my business
What is it and how can I get rid of it?
