MS03-039 (824146) troubles

Microsoft Security Bulletin MS03-039 (824146) cause me to
not be able to connect to the web. I can't surf or ftp or
email. This is the first patch I have had this trouble.
After I restore to a time before it, all is well. What
gives Microsoft? Did you test this patch? My friend is
having the same issue!!!! The only thing in common is a
on Motherboard network port.

I don't think that it is the motherboard as I am having
the same problem. The advantage at least is that XP has
the restore, which I used to restore to the day before the
update.
