MS outlook 2003 & outlook 2007 sending & recieving multiple copies

When ever a user in my company sends an email with cc to 3 or 4 addresses,
the recipients receive the same no of email copies, EX CC was made to 3
people , so all these 3 users receive 3 copies each. This user is using
outlook 2007. This problem is only with a few users and not all. I have no
rules set, no multiple accounts configured, no leave a copy on server set.
Please let me know the solution for this prob.

First, rule outlook sending as the problem. Try mailing these three people
as CC's from gmail or hotmail. Does the same thing happen?

Are these users on the same server as the sender? Are these just random
internet users?

These multiple emails are from random internet users as well as the users
from the same server . We tested by sending the email from gmail , and yes,
the outlook recieved the multiple copy but not in same no. CC was for 3
person, but recieved 2 in outlook. There is no fix pattern for this. I even
tried changing the email clients, i tried thunder bird, but even this
recieves in multiples. I checked logging in to the webmail and yes, it has
multiple copies in it. I tried sending the email from webmail and the other
user checked the email in his webmail and he found multiple copies. There is
no problem if a single email is sent without cc's

These emails are from or to your users? You started off with the user in
your company sending email and the recipients of those emails get multiple
emails, and now it's your users getting the multiple copies of the email?

Lets start with this:

You have a user with a problem.
Is that problem that they are *receiving* multiple copies of messages?

I have an inkling about what the issue is, I just need to verify what the
problem actually is before telling you what the solution is, or at least
what the cause is.

I am the network administrator for the group. These emails are from my users
and also to my users. This all started with one user Mr. A in one of our
company. He started recieving multiple copies from few of the users from the
same domain as well as from other domains. Then others started complaining
that they are recieving the multiple copies from Mr. A, Then it started to
spread to other users. I never got any mulitple emails from Mr. A. Now
Everytime, Mr. A send the email to X, Y, Z, they recieve the emails in
multiples. Now few users also started to recieve multiple copies from Mr. B,
Mr. C etc. I found many people have the same problem , but no one got the
solution to this except deleting the duplicate emails. Do you feel, is there
any problem with our exchange server which is hosted with Ebound Host.

I am sorry , here is what happened here, one user Z send email To
internal user, Cc , couple of users in our domain, and one outside
email address , all of use received two copies of the email. then
other users complain that they also received two copies of every email
send from user Z.

User Z is on Exchagne 2007 Sp1 and using outlook 2003 SP3

Ok, does this happen for anyone besides this user?

IE, can you reproduce the problem if you send a message to two internal users
and an external user?

If no, can this user reproduce the problem if they log into OWA and send
the message?

No , I tried that and was not able to reproduce the issue

one user accepted invite from internal user and sender got two
messages that invite is accepted, but cannot recreate that between
same users again

no, User Z cannot receate the problem from OWA

Ok, so, the last question is, can the user reproduce it at will generally?

If they can, have them exit Outlook, make sure it isn't running by going to
the Processes tab in task manager and then go to Start - Run,
run Outlook /safe and then try to reproduce the problem again.
