MS OSes in Australia

I'm working with a fellow in Australia, and he's having trouble reading
jpg and tif file with anything he has. I told him that I can manipulate
both in MS Paint. I see the full page on my screen, and it prints
properly. I asked him to try it in Paint. He says it is not on his PC
despite the fact I told him it was on All Programs-> Accessories. He has
XP and W2000. He could not find it in either place. He discovered
something called MS mpaint, but that doesn't work for the above files.

Is it possible the distribution of MS Oses is completely different in
apps from those in the USA? Are there graphics freebies that would
replicate Paint or do it one better?

IrfanView. MS Paint is pretty much useless.

I'm sure IrfanView will be a good choice. I've normally used it for
renumbering files. I had an occasion to do that yesterday, and visited
their web site to send it to the fellow for renumbering. However, I
noticed a lot features that relevant to the topic here on graphics.

That one looks interesting, but I don't see how to
shut off the Picassa-esque "browser" nonsense.
Nevertheless, you seem to have quite a list of
alternative software. Maybe you should publish it
somewhere, if you haven't already.
